36-year-old Jeffrey Clapp was seen walking in the middle of Highway 41 A Bypass at 12:34 a.m. on September 1st, asking for rides. When officers made contact with Clapp, they reported that they observed the odor of an alcoholic beverage coming from his breath. Officers noted that Clapp was demonstrating signs of intoxication. When officers spoke with the person who called in the incident, he stated that as he passed Clapp on the road, he stuck his hand out and asked for a ride. Once Clapp did this, he was struck by the caller’s side-view mirrors. Using this, officers determined that Clapp was a danger to himself. Clapp was taken into custody for public intoxication.
