39-year-old Philip Shearon was seen wandering around a garbage dumpster, displaying unusual behavior near the townhomes on East Knollwood Circle on March 27th. Officers made contact with Shearon and noticed a strong odor of alcohol on his person. Officers noticed that Shearon was trying to enter his vehicle. While speaking with officers, Shearon displayed several indicators of intoxication. So, Philip Shearon was taken into custody and charged with public intoxication.
